Open Notepad, copy and paste the following code in Notepad :

In the above code, simply replace Username with your Name or with any message you need your PC to speak for you at the time of Booting Up.
Save the file as a “.vbs” file ,say “WelcomeUser.vbs” on the Desktop and you're good to go.
